To make this repository more accessible for the Hacktoberfest, we should have an CONTRIBUTING.md in our root.

I copied this file from static-sticky, and thus the part where I mention the branch names is just an assumption.

If you have anything else to add to this file, please do so. And if this repository is not fit for the Hacktober fest, feel free to just deny this PR.
