docs: update about --forceexit and --forceerror #91

Documenting restrictions of options is a good idea. I once thought about removing them completely in main help and moving them to the subcommand help, but that's probaby even more confusing. I think we need this for more options, but let's do it step by step. :-)

If we're at it, I'm also unsure what the meaning and difference between both options is. Looking at show_vulnerability.py and get_license_info.py it seems that both ask capycli to exit with an error code if something non-critical goes wrong?

I just noticed that --forceerror seems to also be supported by "project getlicenseinfo".

As I'm not sure what the options exactly mean and I also don't know the vulnerability and getlicenseinfo code well, I reassign back to you.
