Moderation Request Crashed when Subproject Visibility is not sufficient #721

(Alex and me) When opening a moderation request for a project where some person is a moderator and accordingly is receiving this a moderation request, because this person is clearing admin of a group, the moderation portlet is returning "portlet not available" if a sub project (or in our case a subsubproject) has more restricted visibility.

1) error message covering the missing visibility as notification to the Web UI user

2) users with role sw360_admin shall have access to all projects with role "me and moderators" (keeping only private really private).

I see a little problem with the proposed solution. If I create a private project (P) and the reference it in another project I'm curating (C) , then someone who references project C will have the same problem with moderation requests.
