Worked for me. I had ColoT setup previously but was set to port 8123 which worked with HA but started giving the error after updating to 2023.8. Changing to port 5683 solved the issue. Thanks!
We are using a lot of shelly devices in the building, but some of the rooms are powered down if nobody is in the building. I started to get these notifications if the bulbs just started up not too long ago

Navigate to the local IP address of your Shelly device, Internet & Security >> ADVANCED - DEVELOPER SETTINGS and check the box Enable CoIoT.
Change all devices to
192.168.178.83:5683
