Read the docs fix #51

Read the docs changes its expectations and this pull request fixes that paltas configs.

Forcing this through since it doesn't change any code, only the read the docs build. These is one change I probably shouldn't have put in this commit, but it's fairly trivial (force dtype for the random seeding when a random seed isn't given).
