Inconsistent licensing in file headers #32

Some of the file headers incorrectly state a GPL license. From my understanding, all source code under libinstpatch/ should be LGPL licensed. This PR consistently changes to license to LGPL.

libInstPatch was intended to be completely LGPL. Swami on the other hand was intended to be GPL. So I agree with these proposed changes which were just oversights on my part. I had initially restricted libInstPatch to version 2.1 of the LGPL. I had done this because I wasn't sure what future versions of the LGPL were going to look like and didn't want to leave it open as a loop hole, if future versions of the LGPL were compromised in some way. I no longer have this concern and leave it to @derselbst to change it to LGPL 3 if you desire. Likewise for Swami, if you would like to make it GPL 3. I think it makes sense to keep it GPL though, but I have no objection to it also being made LGPL.

I agree that it makes sense to keep swami GPL licensed. Also currently, I have no plans to bump the license to version 3.
