Add Filtering and Tags for Programs and Games

Is your feature request related to a problem? Please describe. I would like to suggest the addition of filtering and tags functionality for programs and games on the DevEmpire website. Currently, it can be challenging to find specific programs and games that meet certain criteria or belong to a specific category. Implementing filtering and tags would greatly enhance the user experience and improve the discoverability of relevant content.

Describe the solution you'd like

1. Filtering: Introduce a filtering mechanism that allows users to refine their search based on different criteria such as programming language, platform, difficulty level, and category. This would enable users to quickly find programs and games that align with their specific interests and requirements.

2. Tags: Implement a tagging system for programs and games. Each program and game should be associated with relevant tags that describe its characteristics, features, and purpose. Users can then browse programs and games by selecting tags of interest, making it easier to explore content within specific categories.
