Open a IRC channel #52

It would be nice to open an IRC channel to ask questions about dev and usage of Django-qa. ;)

Well, that depends on general usage. I think we can consider it if there is enough people using it, otherwise it would be a dead channel most of the time. For now, I will try to be more responsive with the issues.
