Two CPUs will have an error #1171

Two CPUs will have an error. The software can only recognize CPU0 but not CPU1. CPU0 has 100% full cores, but CPU1 does not work. The task manager shows that the status of the CPU is 50%, but the Swar has been maintained at 100%

I am having the same issue with the threadripper 3990 which shows up as two CPUs
