As a result of moving to Netlify, the build is failing, investigate why and try to fix

[x] Install on GitHub pages to out rule issues with Netlify
[x] Deploy basic starter kit to Netlify to confirm App shell issue
[x] Configure Netlify for serving polymer apps

Estimated time 30min

Conclusion: the app shell needs debugging or rebuilding
