Cancel deal deducted from balance #421

Environment

Testing OS, Browser, Version

Actual behavior:

Cancel deal didn't return the balance... instead it removed the balance.

Expected behavior:

Cancel deal returns the funds.

Steps to reproduce the problem:

Front end issue... delayed balance update
