[Feat] Add Multi-Lingual Support to Scruter

Description

Description: To make Scruter, our local classifieds and community site, more inclusive and accessible to a diverse user base, we need to implement multi-lingual support. This will allow users to interact with the platform in their preferred language, enhancing usability and engagement for non-English speakers.

Objectives:

1. Enable users to select from multiple languages (e.g., English, Spanish, French, Hindi, etc.).
2. Ensure seamless language switching and proper display of content in the selected language.

Proposed Solution:

1. Language Selection:
   • Add a language switcher dropdown in the header of the website to allow users to easily change languages.
   • Use language codes (e.g., EN, ES) or flags for better visual indication of the available languages.
