Decouple the activation of the collector from the debug mode #49

In some cases, it is useful to enable the collector in non-debug mode or to disable it in debug mode. Providing an explicit configuration (defaulting to the debug mode) allows this.

@odolbeau anything needed here ? You merged all the small cleanup I applied, but the change I'm really interested in is actually this one :smile:
