Add ability to merge users, and remove cases where it's necessary #32

Some users have two accounts, one linked to their sitrack data, and the other one that they use to login. I suspect that their account number and GUID aren't being set correctly.

Josh says these people may have two "valid" Relay accounts.

Since some of these problems can't be fixed in the prod database, I'll have to create a merge tool after all.
