I'm giving up on my original desired design because this site will only be used for stinters and interns. So, I might as well go ahead and give them these goals so that reports can be filled out with report_goal_lines even when goals haven't been assigned.

I'm pushing this back for a later fix. I would maybe like to set this as an option for each period to choose. I'm not fixing it for now because period admins can handle it manually through sitrack for now.
