Clarify bootcamp forking instructions, point to CONTRIBUTING.md #583

I'd prefer backticks around the filename (CONTRIBUTING.md). But I don't see why we need to distinguish between creating a workshop repo and forking to contribute. On the other hand, the “Working With GitHub” suggestions in CONTRIBUTING.md are pretty plain-vanilla 1.

Some new instructors have commented that it isn't clear that the instructions here are only for bootcamps and don't apply to contributing changes to the main bc repo.

Maybe the section heading should be “Setting up a new bootcamp repository” (until we hit the bootcamp → workshop restoration, #240). That should make it clear that the results are specific too workshops, and aren't as generic as “Getting Started”.

+1 for "Setting up a new bootcamp homepage" as section heading instead of "Getting Started".

I have no idea how to rewrite history to make that happen, do I start from scratch?

I've made a bunch of changes and as I understand it, you would rather rename the section to "Getting Started", I wasn't sure how I should go about doing that (throw everything away and start from scratch, make changes on top of these ones etc).

It doesnt' matter anymore, someone else did it.
