Adding note about topic maintainers #765

As per the September 2014 lab meeting, we now have specific people (or pairs of people) responsible for maintaining certain topics. We'll keep pointers to them in CONTRIBUTING.md for now.

I'm not attached to this, but it occurred to me that perhaps we should add a line for the Windows Installer w/@wking and I as mainainers so that folks know who to bug about it.

This LGTM. Is it worth noting the topic maintainers' Github handles as well, since that's what people will see on these issue lists?

I'm ambivalent toward including the Windows installer team. I'm all for making it clear who to bug, but perhaps that info should live in the windows-installer repo and not here?

I think this is one case where redundancy might be helpful.
