Updated target date for completing reorganization #921

I am assuming that if this were completed, there would be evidence in the mailing list, as a new release, issues, or commit history.

What is the status of the reorganization? Could there be a milestone, that the README can point to, with a list of associated issues (#812? #253?, others?) so future readers can find the status?

I've created #920 to address the underlying issue.
