fixing oudated reference to old workshop fees #1215

New workshop fees are in effect. Fixing operations guide to reflect that.

Two things - the new workshop fee schedule does not have a reduced rate for subsequent workshops. See: https://software-carpentry.org/workshops/request.html

Also I would highly suggest having any workshop fee amounts listed only on the above web page (as @gvwilson noted above). Any other page that references fees should just include a link to the above page, not any actual dollar amounts.
