Should maintainers.md be moved to the appropriate subcommittee folder? @k8hertweck @rgaiacs

We should a better place and some scripts that could export the information to other places, specially the website. I hope that the new staff could help with that. I would suggest to hold this until the new community lead is hire.

I've done this in #171, which is (as far as I know) only blocking on some technical details (e.g. the infrastructure mailing list and Steering Committee liaisons).
