Completing transition of mentoring committee materials #239

Moving from swcarpentry/board to carpentries/mentoring.
Removing all files and sub-directories of the mentoring directory, adding link to new repository to the README.md.

Closes #231.

which should probably be cleaned up (although the last one may still be current, I'm not sure). I'll go through and try to point those at their current locations later tonight if nobody has time to clean them up beforehand.
