Closes #49. Reasons to delete:

The module is very short as it is.
It's not clear in which circumstances this is good advice and which it is not. I listed some of the circumstances in which it is bad advice in #49.
If this really is important enough to include, it could easily be added as a follow-up thought to the "re-use existing software" point in Taschuk's rules.
