Add index.html in hopes of repairing broken link on lessons page #4

This link http://swcarpentry.github.io/capstone-biomedical-engineering is giving a 404 error. I am guessing the reason: no index.html file is found. I created index.md, index.html, and README.md.

Thanks @lynnoyoung, we're working on this over in issue https://github.com/swcarpentry/capstone-biomedical-engineering/pull/3. But I've taken part of your index.html and integrated it over there.
