Adds Java 11 to the CI (which initially fails)
Adds explicit dependency to jaxb-api, which is not included in the JDK in Java 11. This still works in Java 8.

This shows that there is a test which passes for Java 8 but not Java 11, so this needs investigating.

Superseded by #84
