IS-167 Added mappedPersonalIdentityNumber attribute #170

Introduced the mappedPersonalIdentityNumber attribute and changed the eIDAS Natural Person Attribute set to define this attribute instead of the personalIdentityNumber.

@Razumain I don't like the naming "mappedPersonalIdentityNumber". Mostly because it clashes with "personalIdentityNumberBinding". Should I rename it to "boundPersonalIdentityNumber"?

On the question I think the attribute name mappedPersonalIdentityNumber works just fine.

The personal identity number provide by this attribute is indeed mapped and the quality of this mapping is dependent on a binding process. I se no problem with that.
