Define attribute to contain id-matching-level #196

We are currently running a project where a person holding a foreign eID can connect this ID to a Swedish personal identity number (should he or she have one). We already have the mappedPersonalIdentityNumber and personalIdentityNumberBinding attributes defined, but need a "BindingLevel" as well ...

The reason for this is that the personalIdentityNumberBinding may contain one or more URI:s that point to the process(es) of making the binding. Some argue that this is too much information for most relying parties, and a level that can be "basic", "enhanced" and "verified" is a better choice. We will therefore add this attribute.
