Implement the IDB method #10

The IDB method is almost identical to the Geary-Khamis method (see CPI Manual 2020, pp. 448-449).

It needs to be checked if the analytical solution exists here as well and if it coincides with the Geary-Khamis index numbers if "all the countries have identical volumes".

There seems to be no analytical solution. However, the Geradi and Rao methods are also similar. See the attached file for the codings and open issues.
