Fix `refreshenv` availability #24

While the main setup script will self-bootstrap the chocolatey installation, in these situations (such as on a brand-new machine) the critical refreshenv command will not actually function as expected due to how chocolatey bootstraps these in $Profile

We can fix this, but the entry script needs to be tweaked
