refactor: adjust schema #2

Some of the metadata that is currently located could be moved to the teiHeader metadata block. In that way, it would be more neatly structured, as well as follow the TEI/ParlaClarin guidelines more closely.

Here's my suggestion, but let's discuss this together

@MansMeg @fredrik1984 @ninpnin Let's call this the issue about the XML schema.

I took the first pass at a structure for interpellation questions directly from the schema we decided on for the motions. V's suggestions are an improvement IMO, and happy to implement it.

I think these two doctypes are very similar and if these changes are agreeable to everyone, then the items moved into the tei header as per the two commits above should also be applied to the motion schema. What to you say @MansMeg and @fredrik1984 ?

I think it looks good. One question that is not super-clear is if there is a clear ID for each interpolation. From the parliament, it is, but I guess we should have a more machine-readable one.
