In the recent manually curated party data, many of the "no value" / "no party" MPs already had the correct lack of value for the property, but our query for party does not catch explicitly set "no value".
[x] write separate query for "no value" MPs
[x] no_party csv file added to metadata add no party value MPs to party_affiliation.csv with an explicit None or No party after party_affiliation and no_party_affiliation run
In this way, MPs without parties can be identified in the swerik data.
