Set random rotations on for custom inputs by default #78

While most runs will likely want random rotations (and may be forgotten to be set like in Run1), I actually think we should keep the existing default to be off as that is consistent with existing GalSim defaults. This will likely cause less confusion for users familiar with GalSim.
