lots of ideas for SOV can't be removed

KHRUSCHEV_Integrate_the_Informal_Economy reduces black market idea (removes if lowest), but player says he has no black market idea, so the focus is useless

This may have been (besides the black market ones) WAD.

Should def be adjusted tho would be good enhancements
