PRC mao issue #79

as PRC; if you dont take mao, then go back to take mao (you can do that) the cultural revolution doesnt fire. also; you cannot get rid of some political opposition modifiers

I think the issue is worse than this. The Cultural Revolution national focus in Mao_60s.txt requires you to have the flag CultRevStart, but there doesn't seem to be anything which actually sets that flag. I've done a search of the files, and I can't come up with anything else in the mod which references "CultRevStart"
