Packaging for Hackage [WIP]

Getting plover ready to go live on Hackage:

• [x] Update Cabal file
• [x] Move Plover -> Language.Plover
• [x] Unit tests should use Plover as a library?
• [ ] Test against Stackage / clean Haskell Platform
• [ ] Bump version number and tag first release
• [ ] Upload to Hackage
• [ ] Request inclusion into Stackage
