As discussed offline with @tomerd , I wanted to propose updating the link where applications are to be sent.

@swift-server/sswg should this information be move / included in https://www.swift.org/sswg?

It should definitely be added to swift.org, I'm indifferent to whether it's duplicated or not, I'm guessing it's easier to have it in one place and just point to swift.org in the README
