Revert "Make `logHandler` print to stdout instead of stderr" #1765

This reverts commit 6fbddd486707f683735e24d92183624b1120aa1e.

I’ve found the underlying issue of the issue the above commit worked around and am fixing it in https://github.com/swiftlang/swift-package-manager/pull/8047.
