WiX: adjust for dynamic cmark, require swift-format #271

This adjusts the manifest to account for the dynamic linkage to CMark and the CMake based build of swift-format. This assumes that swift-format was built with dynamic linkage to the SwiftFormat library in preparation for the LSP integration of swift-format.
