Repair links to SE dashboard #728

GitHub Pages shows 404 (file not found) instead of automatically redirecting to the new organization.

Motivation:

Several blog posts contain links to

https://apple.github.io/swift-evolution/

which doesn't automatically redirect to

https://swiftlang.github.io/swift-evolution/

Modifications:

Link directly to the SE dashboard at

https://www.swift.org/swift-evolution/

Result:

Links in blog posts are repaired.
