This is most likely a problem with restricted user rights. You could try as 
well with the latest alpha version

as some issues in the device driver loading code have been fixed since 5.1.0 
beta. 

Changing to "WontFix". I will reopen if there is feedback that the problem 
still exists and is not related to a user account with restricted rights.
