added option for additional query param to get full list of riskassessments and more granular values
context: A requirement from the management is, that the /riskassessment as well as the municipal endpoint require an additional flag/query param (which is not officially communicated) to display all data.
This change allows it to define an additional flag which can be used for cases where those endpoints are allowed.
