Fix GMF Calculation if no Sites Could be Associated. #39

Bug Description

If a small earthquake happens in a foreign country, the GMF sampling fails because no sites could be associated to shaking values.

Acceptance Criteria

The Calculation should succeed with 0 losses reported.
