Manage Calculation Options Through Config File #4

User Story

As a user of the software I want to be able to set my calculation options through a config file so that it is as easy as possible to manage them.

Acceptance Criteria

I can set all the calculation options that I want in a config file which is readable when a calculation is executed.

Done for now. By creating an ini file with the basic structure of the OQ job.ini I can define all the options needed to create a full calculation.

Might need changes/extensions in the future.
