Try to make mixed-decls warnings become errors #3994

Because we want to avoid implementing mixed-decls in the future, we will try, if we can tell our packages to create errors instead of warnings, when it comes to such mixed-declarations in our SCSS files.

This task should be time boxed to 1 day. If it's not possible to implement in this time, we'd have to look for another solution.
