Chairperson needs to be registered with local text file #28

  1. Only a select person should have the ability to register coaches. The so called chairperson.
  2. The Register-Coach-Page will only be accessible by the chairperson account.

Change: Will not do it from a textfile. Chairperson address will have to be set manually in Players.sol.
