Add Daily LST from METEOSWISS

Is your feature request related to a problem? Please describe. Since we need daily LST from CM-SAF / Meteoswiss for the VHI we need to upload them daily to GEE

*Steps

• [x] Assets: Check if assets for a specific date range exist
• [x] netcdf files: download data from data.geo.admin.ch location , check if file exist
• [x] extract rename copy properteis for specific layer
• [x] upload to gcs
• [x] upload to GEE with properties

Additional context VHI Product step1 has to log error when files does not exist
