[IGNORE] Updating WECC version of SWITCH

We performed a rebase from the upstream of switch model. This should also incorporate all the changes included in the wecc branch.

Summary:

• update fork with a rebase from master branch of switch,
• place wecc changes on top
• Specify pyomo and pyutilib version
