btdrv: add missing ble definitions #627

This fills out missing/incomplete info in btdrv BLE related functions and type definitions, and adds a bunch of relevant enums for Bluetooth SIG assigned numbers (see https://www.bluetooth.com/specifications/assigned-numbers/)
