Hello,

I would like to propose a few changes to the PHP bootstrap.

remove the composer.lock from the PHP bootstrap. This bootstrap is not supposed to be used with the exact dependency versions, so we don't really need it here (and the current .lock file is locked on the outdated dependencies).
change the minimum stability to the default stable by removing the dev one. The dev minimum-stability doesn't guarantee that the dependencies work well.
