修改php_swoole_postgresql.h，去除系统类型区分，统一引入libpq-fe.h

CI报错是config.m4有问题，需要通过修复config.m4解决

24 #25 的补丁因意外丢失，因此需要合并当前补丁

现在我们计划把pgsql扩展合并到Swoole中，因此我们需要转到 swoole/swoole-src#4467
