GPSD v12 Compatibility for ROS2 #79

https://github.com/swri-robotics/gps_umd/pull/78 fixed compatibility issues between this software and new versions of GPSD. We need to make the equivalent change in the ros2-devel branch.

The ros2-devel branch already handles this in a slightly different way, and I think it is compatible with v12 at this time.
